603 Circle was founded by Mark Marquis — Air Force veteran, 20-year digital marketing professional, and 16-year small business owner based in Windham, NH.
Mark moved to New Hampshire in 2015 as a high earner contributing actively to the local economy. What followed was a decade-long education in what happens when community infrastructure fails the people who depend on it — and what that failure costs local businesses that lose workers and customers as a result.
He earned an education degree. He has worked one-on-one with children in inclusion settings. He has spent years navigating the gap between what NH's support systems promise and what they actually deliver. He is not reporting this from the outside. He is the data with a name.
